Large-scale transit projects are creating new and exciting opportunities for the design and implementation of transit-oriented development in the region. Panelists Scott Kirkpatrick of Sound Transit, Josh Brower of the Seattle Planning Commission, Mike Mariano of schemata workshop, and David Hewitt (HEWITT) discuss their varied roles and perspectives on systemwide station-area planning, long-range land-use policymaking, and community engagement with the design process and completed transit-related projects. Presented by The Seattle Architecture Foundation as part of its lecture series “Interacting with Design,” which explores the ways people and communities interact with design in small and large developments.

Josh Brower, Chair-Emeritus, Seattle Planning Commission
As founding partner of Brower Law PS, Josh practices in the areas of land use, development, real estate, and business law with an emphasis on complex project permitting, growth management, comprehensive planning and renewable energy. Josh has just completed two terms as Chair of the Seattle Planning Commission, during which time the Commission released two seminal reports, Seattle Transit Communities – Integrating Neighborhoods with Transit and Status Check: Seattle Citizens Assess Their Communities and Neighborhood Plans. He now serves as co-chair for a Special Task Force, overseeing major updates to Seattle’s framework planning document – The Comprehensive Plan. He is also represents the ULI Leadership Committee to PSRC’s Growing Transit Communities Oversight Committee.
Scott Kirkpatrick, Transit Oriented Development Manager, Sound Transit
As Sound Transit’s Transit Oriented Development Manager, Scott’s role includes conducting due diligence on and issuing Requests For Proposals for the agency’s surplus TOD properties, in addition to advising agency project managers on TOD opportunities. He provides consultation on station area planning with local municipalities, and creates potential public or private development partnerships. Scott has worked as an assistant City Manager for transportation and public works in California, as well as a Community Development Director of Beaverton, OR, and Building Official for the City of Bellevue, WA. He holds two Masters Degrees—one in urban planning and the other in public administration.
Mike Mariano, Principal, Schemata Workshop
Mike is a principal and cofounder of the architecture and urban design practice of Schemata Workshop. Members of the studio collaborate on solutions that support the social aspects of building community and improving livability in our cities. In 2009, the studio was contracted by the Capitol Hill Chamber of Commerce to draft design recommendation guidelines for the Sound Transit-owned Transit Oriented Development (TOD) sites at the Broadway Station. This effort synthesized input from over twenty local stakeholder groups and numerous community members to present a unified vision. Furthering our interest in mobility, Schemata Workshop is on the design team for the Sound Transit Northgate and Roosevelt stations of the North Link expansion that opens in 2021.
David Hewitt, Principal, HEWITT
David is the founding principal of HEWITT, an interdisciplinary architecture, landscape architecture and urban design firm. As the lead architect for the firm’s transportation work, David is committed to improving mobility and quality of life through the creation of vibrant, dense urban centers and communities. His work involves transit-oriented community planning and facility design and seeks to find synergetic relationships between stations and communities. His design experience includes transportation, commercial, residential, mixed-use, and institutional projects. Notable work includes Harbor Steps, Bell Street Pier, and Sound Transit Link Light Rail Stations at SeaTac Airport and Tukwila. David is also the recipient of the American Institute of Architects’ Seattle Medal, an honor that acknowledges distinguished lifetime contributions to design.
